Capacity Building Initiatives
The Commission aims to become a professional body
with the manpower having the necessary skills to deal with competition issues.
Imparting training is one of the most important areas for the Commission.
The Commission shall arrange appropriate training in India and
abroad for the Chairperson, Members, Officers and other employees assisting the
Commission about competition issues and participation in international events as
considered necessary by the Commission. The Commission shall also arrange
appropriate training for the stakeholders.
The Commission has been
given the task of creating awareness and support for competition policy among
the business community and the civil society. The Commission organizes
conferences, seminars and workshop to promote understanding of the role of
competition in a market economy and to show how its enforcement activities
further such goals; how competition benefits both consumers and businesses by
ensuring the supply of goods and services at the lowest possible price, how
producers in competitive markets are forced to respond to the demands of their
customers and how competitive markets result in the most efficient allocation of
resources to the benefit of the entire economy. Competition
enforcement is more effective when the community understands and supports
competition policy.
The Commission, with the above objective in mind has organized the
following seminars/conferences/training programmes to create awareness among
various stakeholders.
(i)
Competition Advocacy Seminar for Professional Bodies (Institute of
Chartered Accountants of India, Institute of Company Secretaries of India and
Institute of Cost and Works Accountants of India) held on 2.3.05; about 100
professionals participated; Institutes are being encouraged to undertake follow
up action.
(ii)
Competition Advocacy Seminar for Industry held on 16.4.2005; about
150 industry representatives participated. Apex Industry Associations nominated
Nodal Officers on Competition matters. Associations agreed to organize advocacy
programmes with technical support of the Commission.
(iii)
The officers of CCI, Representatives of leading legal firms and
academicians have been imparted training on competition issues by the Federal
Trade Commission/Department of Justice of USA from 9th May to
14th May, 2005.
(iv)
Competition Advocacy Seminar for the State Governments held on
19.5.2005; 24 State Governments represented. Seminar attended by noted
economists, representatives from Central Ministries, Planning Commission,
industries, consumer associations, etc; consensus emerged on follow up
action.
(v)
Two post graduate students of economics of Jawaharlal Nehru
University underwent training as interns from 16.5.05 to
15.7.05.
